Guide for Policymakers: Prevention, Early Intervention and Treatment of Risky Substance Use and Addiction

This guide summarizes those policies and practices that have proven most effective at addressing risky substance use and addiction at the federal, state and local levels. The guide is of unprecedented breadth and depth; it relies on more than 20 years of work at The National Center on Addiction and Substance Abuse, as well as the work of other leaders in the field, to evaluate the efficacy of various initiatives and present those that hold the most promise. It focuses on the three systems most affected by substance use: health, education and justice.
